As you see here, the 12 second green signal for Waterman traffic trying to turn left onto Skinker, is so short only 2-3 cars have time to turn, but they can't finish because Skinker traffic is stopped in/blocks the intersection. The Waterman cars stopped by the red light then wait 2 min:8 sec (the green signal for southbound Skinker @ Waterman) to get another 12 sec. opening. What make this silly, is 2 blocks south at the Forest Park Parkway (FPP), southbound Skinker traffic gets only a 39 second green signal (see the Green light 39 sec video). To the north at Delmar the southbound Skinker green is 56 seconds. These differences frequently cause Skinker traffic to not only block the Waterman intersection but to back up 6 blocks from the FPP to Delmar and beyond. Since the too long Skinker green at Waterman does not help southbound traffic move more quickly, increase the Waterman green time, and shorten the Skinker green / Waterman red signals.
